Yes, that bike is many dollars away from being a decent bike. It looks like it's had some pretty rough work done and some unwise modifications.
We've all been there at some point, you get your first $5000 spent and realize you are no where near done.

Do the vise grips that are holding the license plate come with the bike?  Certainly sweetens the deal.  Joking.  Rough looking bike with too many mods and 5k is a bit much with no title.

idk what state you are in but here is a 8/70  engine# 1049018 with extended fork tubes, 16 hog wheel and chopper seat....but the tank, side covers, airbox, fork ears and reflectors, turn signals rear fender and tail light, good condition k0 gauges, nice oil pressure gauge, stock switches and grips, and a TITLE on sale for 5k. I think this is a better starting point than what you originally posted...still not the best but gets you much closer for this price point.

stock fork tubes, 18" rear wheel and stock seat get you back in the game...

edit: its 8/70 model year not 69

K1 carbs, air box is from two bikes
Still a lot of $$ to bring that one back.
None of them are cheap, are they?

I can say I was pretty naive going into putting my bike back together. I’ve built quite a few bikes, but just never any cb750s and the K0 just kinda got dropped in my lap. Seeing what people are asking for these bikes makes me feel very good about what I paid for mine. The cost of parts for these bikes is much more expensive than I imagined, the following they have is also bigger than I had thought. It looks like a lot of money to get those back on the road, even doing all the work yourself (the fun part). Some people got that cash and it’s not a big deal, if your on any sort of budget, those may require some deep pockets.

could have been running a tank bag since the stripe fade is consistent on both sides, maybe?

Those long forks must really result in some weird handling.
