'93 CB250 Nighthawk

Hello- My 93 CB250 Nighthawk loses power going up even the slightest incline in 4th gear or 5th gear.  Is this a carb issue?

Simple answer - downshift to keep rpm’s near torque peak.
Keep the revs up to hold your speed
What’s the redline?
What’s the torque peak rpm?
Uhh… this bike doesn’t have a tach?
Wind it out (each gear) when accelerating and you will get a feel and an ear for when the engine pulls strongest (torque peak),
and when it’s done pulling (redline).
