 That's the unicorn ARD. You're going to need to look at the inside of the distributor/mag to see what's in there.  Could be VW based, some of the angle drive mags were.
  Maybe it's like one of the ones that Terry had.

Yes you are right. It is a VW distributer. Inside it has 4 coils. I asume they are switching or sensing coils. What you see is all I have. LOL. It came with my turbo bike. Who is terry???

 Terry had a couple late model Kawasaki ARD's he recently offered them for sale so he could buy electronic ignition for his Honda motors.
 Bill Hahn also made a few mags similar to the ARD's, I believe he made the ATP turbo kits also. It's a shame no one collected the instructions or catalogs and made them available online.
  4 internal coils sounds like a magneto to me. Be careful not to try 12 volts before you know for sure. Russ Collins jr. is on facebook restoring the RC engineering bikes. I wonder what he remembers about these.

 Since you had a cap with a coil terminal I'd guess it needs an external coil. The coils inside the housing probably generate primary voltage which in turn fires the external coil. Yours may even be an ARD modified by an enthusiast to use the VW mag. Are there any components inside the belt drive housing?

 Here's another mag I stumbled across. It looks like an FM magneto on an angle drive. I believe it was on Hondachopper. I saw it on a link to the post.

 There are magnetos with external coils, the mag provides the primary voltage and the coil makes it secondary high voltage. One way to check it is to hold the wires and turn the rotor, if it shocks you, it's a mag for sure.
 I did that with a chevy V8 Vertex once. I didn't feel the need to test it again. It was all internal voltage with no outside coil, my Mallory mag had an outside coil
