I think the resistance was from businesses who chose to not comply or dragged their feet on reporting causing it to not be able to be done. Zelle had no intention of complying and doesn't mark transfers as personal or business related. So, it was a major cluster from the get go and stealth in how it got shoved into the bill for doing the trillions authorized to give Americans the stimulus checks. You remember the ones they claimed were not gonna cost you anything... We are the government and we are here to help, Reagan had it right... scariest words out of the mouths of politicians. Funny thing is there are clips of both Joe and Kamala saying those words in speeches...
