Looks like a starter cover bolt. It may have been dropped by a P.O. with the front sprocket cover removed and has been hitchin a ride behind the trans cover ever since.

Nope, can't blame him; the last PO was involved in 1978!! So if that's the case, "mea culpa!" – about 30-odd thousand km ago when I did a complete restoration.
But you're right, that's what it looks like. What I thought was oil burned on the head is actually absence of chrome. When I considered that, I was thinking the cover bolts were the longer ones holding the starter itself in place.
Thanks, I can now put everything back together, after checking for other foreign bodies, without a nagging doubt.
