Won't shift after changing rear wheel

1977 CB550K - bit of an odd issue. I replaced the rear wheel. Didn't have any issues, or so I thought, but now my bike is not shifting between gears and I can't get the tire to spin freely. Thoughts?

Did the wheel spin before the chain was installed?

Sounds like something is binding the wheel, check axle/spacers for correct placement and brake.
