Float assembly CB400F

 Are these "batwing"  float holders really neccessary?
 If so how do you adjust the float when these are installed?
 Am I supposed to sdjust the tang to barely touch the spring valve with the "batwing" attached?

The "batwings" are main jet holders, and are turned the other way around, so they press against the float bowl and push the jet up into it's seat. ;)

   That's upside down. The bottom of the bowl pushes against it to keep the main jet in the carb body. Then measure from the highest point on the float to the o-ring sealing surface on the carb body. The tang on the float that makes contact with the needle is what your adjusting. Everyone's a little different about contact, but my practice is, the height is measured just as the tang begins (makes contact) to compress the needle. I thinks its like 21mm, but dbl check the manual,  in the end you'll need to clear tube them to verify the fuel level in the bowl, preferably before you install, its just way easier that way.

Pretty confused where to measure to on the float.
 Is it to the point on pic #1 ?
 Or pic # 2 ?

If yer holding it upside down, highest point off the float to the o-ring sealing surface on the carb body.  Bottom pic.
Start with the end in mind...

Like so :- These are 500 carbs but the principal is the same for the 400/4
