Help with Part ID, Rotor Cover?

Whenever I find something interesting or that I've never seen before I jump on it (as long as its reasonable price).  Can't say I've ever seen one of these before but it came from a cb750 parts lot, does anyone know manufacturer or info?  Thanks in advance.

Looks similar to the cover for the 750A engine where a normal clutch cover would be.

It looks like one of those dreadful chrome brake disc covers from the late '70s - early '80s that never fit right and rusted easily.
