Now I have the tank essentially stripped of paint, what remains is a few areas of rust (mainly on the lower edges where the trim is supposed to go).

I was advised to use an angle grinder to attack these spots, and I priced some. Sorry, they are way out of my budget!

A buddy suggested that instead, I apply naval jelly to those problem areas and go at it with a brass brush.

I considered looking into some area high school vocational/body shop classes to get a quote on having students do the metal work and then I would do the painting. (yes, I am lazy!)

Any comments?

Brass brush works well, you'd be amazed really.  You could also hit it with some acid (Works toilet bowl cleaner), let it sit and see if it eats some of it away.  I used the stuff on the inside of a tank and the tank came up spotless.  Worst case it'd loosen it up.  I don't like Naval Jelly, never had any luck w/ it.
