Cam chain adjuster issue

Hoping this group can help me with an odd problem I'm having on my recent rebuild. 1975 CB750k full teardown and rebuild, only 8k on the original engine but it was locked up from setting for 40 years. Full rebore, head rebuild, etc. After I cleaned the adjuster and checked the spring it seems to work fine. Good tension on the spring. If I lock the nut and then release it shoots out as it should. However when I install it into the bike it seems to get stuck and I have to push on the end to get it to move inward. Has anyone experienced this before? Is it possible tightening it down cause it to pinch the seal somehow and hole the shaft from moving easily?

If the camchain is new the tensioner barely moves at all, is the chain slack after letting the tensioner go?

The cam chain is new since the motor was seized the chain was as well. However when I install the adjuster I have it all the way out, so the pin is almost flush with the back. Then I release and nothing happens, but when I push it with a little force I can get it to move in about 1/2 an inch or so, so it does need to move in, just doesn't want to on it's own when bolted down.

The adjuster rod is never meant to be that far back so perhaps it is sticking at the very end, as long as it adjusts normally after releasing its fine
