I agree with you. I have no way to verify Lubritech and don't try to. Although they were a licensed Honda paint supplier/ maker, like any source, there can be mistakes. I only post their data as another source of possible answers.
You said exactly what a vintage Honda expert said to me over a month ago when I brought this subject up. He said light ruby red is composed of a white base and a top coat of Candy ruby red
So, your picture, your service manual and the expert I know, overide Lubritech...and other...
Actually, I've seen the honda white base paint....and I'm sure the candy ruby red, show up on ebay from time to time....a proper touch up would require that white base topped with the candy ruby red......if it mattered to that person.
