When I start the bike it will idle normally around 1200 RPM  but if I give it even a little bit of throttle the RPM's "hang" and get stuck around 2500-2700 RPM. When this happens I can't get the RPM's to drop even by adjusting the idle screw.

If you slow the engine down by slightly slipping the clutch with the bike in gear, will it stay at 1200 RPM until the next time you give it throttle? If yes, the advancer springs may be too weak, allowing the advance to happen too soon, and not returning to the F mark until the engine is forced to slow down.

Interesting, I'll give that a try tonight. I did also replace the advance mechanism because I found that my old one was seized, it was a 4 into 1 part but spun and returned freely before I put it on the bike, it's possible the springs are too weak on it because it was fairly easy to spin by hand before i put it on.

Stop buying stuff from 4 into 1, they by and large do not sell good quality parts and occasionally you get burned by them...
Save your money from having to buy twice or replace more frequently.

Totally agree with you, The advance mechanism was something I bought before I was told that 4 into 1 was crappy parts earlier in this thread. That being said, my original advance mechanism was seized and that's the only reason I decided to use the 4 into 1 part once I found out.

If I can confirm that the springs are too weak on the advance mechanism, would I be able to trim the springs down to increase the pre-load on them and effectively increase the spring rate?

Yes, you may be able to trim the springs, but that may not be the only issue with the 4 into 1 piece. Please post a pic showing the timing marks.

I changed out the springs on the new advance mechanism to the springs from my original one and it fixed the idle hang! Finally got a bike to ride, thanks for the help everyone
