Regulator wiring

I have a 1982 CB650 that does not charge the battery unless you groundthe white wire (F) from the regulator. I found limited wiring information for this bike and while it appears I need to replace the regulator I would like to be sure before I spend the bucks. Is there anything else I should check? If replacing the regulator is the answer, where would you recommend I buy one? Thanks.

And this is the test procedures for the European 1979-1982 model. I haven't checked the Clymer manual, but I think the tests are the same for your model:
