Rear brake arm height

A small problem-
 I'm having difficulty finding a sweet spot for the vertical adjustment on the rear brake arm. The lever has a travel of about an inch. As it is, looking down, the end pad position relative to the footpeg allows two options.
  1-  the arm can be set to fit just under the boot, which means the foot, already pointed downhill,  has to be pointed even more to the ground to use and is near the end of my foots throw. Awkward
  2-  the arm can be set higher than the boot bottom, which pushes the boot out at an angle and requires the foot to be lifted up and placed down on on the pedal to use. Slower

 Wondering what others have settled on..

Position 2 here.  Boot heal engages the foot peg, toe pointed slightly out with the brake peddle riding between the boot sole and boot upper.
Can I have a motorcycle when I get old enough?

I kind of figured that's the way it's supposed to be.  It doesn't seem like a good idea to have your foot resting on the brake pedal when not using it, no matter what kind of vehichle you're driving.

Just to confuse things a bit, I use #1. I don't have any problem with contact or dragging the brake when riding, but it is important to have the rear brake adjusted properly to avoid excessive pedal travel when you do use it. I think that's where you are talking about your toe pointing too far down.

 Normally ride with the ball of my foot on the peg, and the brake pedal slightly higher than the peg, quick and easy to hit the brake.

   Gives a few different positions to ride, makes it a bit more copmfortable on long rides when you can move your foot around.
   
  Have the shifter set about the same.
