How do I go about testing the oil pump, and if the rings are bad because of it can i replace them with the same size? one size larger?  Do i need to have the cylinders rehoned?

You need an oil pressure gauge to test your oil pump mate, I can sell you one, or you might be able to buy one locally. The metallic particles in your oil might not be restricted to your rings though, you could well have "cooked your head" so you should strip down the top end of your engine again and inspect the valves, valve guides, cam, cam towers, rockers, pistons, rings and cylinders.

If there's no damage to the pistons or cylinders then a new set of rings should fix the lack of compression problem, but doesn't explain how the damage occurred. It could be the result of just a lean fuel/air mixture, but unless you or your mechanic adjusted your mixture after the rebuild, this shouldn't be a factor. Same with your ignition timing.
