Another carb problem

Checked in the FAQ's and could not find anyone that has had a similar problem..

Got a little overzealous with the air pressure when I was cleaning out the carbs…Any idea what the hole restrictor does that vents to the atmosphere?? If you look at the photo, the hole to the right of the main jet has a brass insert with a tiny hole.

The hole to the left of the main is missing the brass insert, it also vents to the the other carb..The picture is for the left inner carb.  The inner carbs vent to each other as well as to the atmosphere..can I run the bike like this???

Any insight??
