You should be aplying the brake hard before and whilst tightening the spindle locknut, it centres the shoes. Honda tolerances are good but a small amount makes a difference.
Does it feel like the pedal is pulsing up and down? If so the drum is probably cracked
Just to close off this thread......
Had some time today to ride, but before that decided to perform this procedure that bryanj indicated.
Loosened the axle nut like bryanj mentions, and pressed on the brake pedal multiple times quite hard, while watching the rear hub. The hub appeared to move ever so slightly.
I then adjusted the brake adjustment to make it tighter as I pressed down on the pedal, was able to get the brakes adjusted up some (tighter).
I then used a PVC pipe to pry the brake pedal down so I could reach the axle nut to tighten it up. After getting the axle nut tight, made another adjustment to the brake arm, making sure the wheel would still spin freely.
Within the first minute of riding knew it was much better, and yes, now I could lock up the rear wheel.
After a 30 mile ride, it worked like it should, so bottom line, I didn't have the brakes properly adjusted.
