Fuel level in bowl?

I know about setting the float height, but the Cylmer maual also mentions checking the fuel level in the bowl (using a clear tube). It's not the same level for all four carbs, but the float height is.  Is there a level mark that the floats should be cutting off the fuel flow?
Exp.  1/4 from the base of the carb???

I thinking that the fuel level should be the same or does it really matter.  The difference is about 1/8" to 3/16".

In the ideal world all the fuel levels would be the same. 
I would make sure the fuel levels are sufficient to have all the jets immerse in fuel. Idle jet is shorter, don't want it starved.
Next level of concern would be effects on cruise mixtures.  This would be observed as variations in spark plug deposit colors.

Now that you know the fuel levels, see if that corelates with lighter colors on the lower level carbs.  If not, no worries.  If so, adjust the levels on the carbs for the cylinders you wish to improve.

when your levels are too low, you will feel it at highway speeds mostly. When putting around town they refill enough so you won't feel the difference. When you are doing 70 MPH gas is being sucked out at furious rate. When I need to go to reserve on a local road, she catches right away, at speed it takes a few seconds. I know my levels are right up there.

I have a CB 500 and use a Clymer-like fuel level measurement.  I find having the level a mm or so below the oring gasket works fine.  Before I made the fuel level adjustment (level was too low) I had to use the choke all the time.
