Yes it can but unless you are very stupid, your use of said gear can be minimized. There are worse places than NYC so dont try that as some magic trump card.

Gear can HELP mitigate damage to an extent but no gear can protect against stupid. Is that so hard to understand?

I agree firmly with that saying. I had to put it to the test on thursday night as i found out the hard way that pavement is very unforgiving to the human body.

Other then some serious bruising to my right leg and bicep as well as hip i seem to be perfectly fine..my armor did what it was supposed to do and minimized the damage to my upper body...pity i didnt have armor on the legs but when you are someone my size finding any riding pants that fit is a problem.
