All I can tell you is that out of 7 different clutches, none have had the spacers/washers. no way to be certain, not having owned any of the bikes from new, but a couple appeared to be virgins.
Just had mine apart thyis afternoon, which doesn't have any of the washers, and I didn't see any wear, which is the only reason to realy use a washer, if it was for stack only, it would be far more cost efficient to go with a fractionally longer spring.

possible the seats fit in the pockets snug enough that under normal clutch rr, they remain in position. wouldn't be the first time I've looked for seperate parts that aren't
