Clutch Problem Cb550

I have a couple of 550's.  I am right at the end of a 550 cafe project.  Last time I had the bike up,  I put new clutch plates in it.
WHen I rebuilt the clutch, the little actuating arm did not line up with the little notch.  ( no I didn't leave out the super thin shim )
The little arm will start farther engaged than it should. In other words, I don't have enough adjustment in the cables to get the clutch setup like it should on any other bike.  WIth both adjustements all the way out, there is like half a pull of empty before the clutch disengages the plates.
 Its almost like the little barbell is too short???

ANy ideas?

Read the manual on clutch adjustment, with new plates you have to adjust the nut and screw at the bottom of the case
