My father got his hands on a running 74 CB350F but no title (long Story) but he found a 73 CB350F frame with a clear title, the bike getting broke down for a complete make over any ways, So will this work???

I'm pretty sure that those two frames are identical.  There are little differences between the 350F and 400F, but very minor.  I see no major issues in your swap.

Its more import how close the vin numbers are that the year. I have found that some parts were changed based on the vin number but most are the same.

Don't know where you're located but generating a title is no problem here (Utah) as long as it's not stolen.  Just get the VIN inspected and take a picture to the DMV.  Might be simpler/better/more in tune with the planets to keep the same frame.

I'd rather ride a Yamaha than eat worms.

I have a 1973 CB350F & a 1974 complete but not running parts bike.  Other than the paint color I can tell no difference & have used various frame parts to replace worn ones on the '72.
