Is it practical? No
Is it ridable? Probably not very.
IS it cool? Depends on your views but it IS VERY ORIGINAL.
Who says a bike must always look a certain way. I mean that is happening now and they all look like harleys, plastics, or "choppers".

That's a Harley 750cc "'45" (45 cu in) engine. The '45 was the HD engine in longest continuous production, something like 1929 to 1978.
I had a 50-s era '45 motorcycle - the motors were mostly used in the pi-wagon trikes popular with parking enforcement in latter years - around 1972. It was complete except for front end destruction. Once I found or made the hundred or so parts for the springer front end just to find out a springer is barely better than nothing for suspension and much worse than nothing for handling, I rode it for a few days before selling. It was noisier that my CB77 but slower and had nasty handling. The handlebar ignition advance was pretty cool, you could make it backfire anytime you wanted.
Luckily for me the H-D name was as powerful at making people ignore obvious shortcomings in 1972 as it is now, and I made a nice buck for a few hours work.

 yeah, The best thing a springer has going for it is looks.
 
 my triumph had springer and hardtail, and was 10+ feet overall, not good for handling, and not realy that great of a ride, but it did turn heads, even if it couldn't turn a corner.

 I'm going girder next chop I build, may be getting the trumpoet back, and it'll go girder, too long for telescope.
