i believe it is the "breather tube" from the valve cover. anyway i assume this means my valves aren't seating properly. how big of a deal is that? could it be a timing issue or do i need a top end rebuild?
i only really notice this when the engine is hot. it is a cb350g with 11k on it

It's not a valve problem, more like worn cylinder bores or broken or worn piston rings.

Is it smoke or water vapour/oil mist?
 Run it into an oil bottle and get a sample.
Possibly its nothing to worry about if the engine hasn't been run for some time it may just be drying out.

My CB750 smoked a little by the vent tube when I resurrected it. A couple of oil changes later and the smoke is a thing of the past, I even forgot about it until I read this post.

My CL 450 did the same, it was a broken ring,  the grooves were clogged with varnish....Fortunately the bore wasn't scored.

They all smoke a bit, not a problem unless there's a lot more smoke than normal. This is the engine blow-by, basically all the combustion gases that get past the piston rings. Plus smoke just from hot oil, any boiling-off water condensate that's formed inside the engine, and anything that gets past the exhaust valve guides but that should be pretty minimal. If a compression test looks OK I would ignore it. Low compression suggests a cylinder overhaul may be wanted.
Usually Honda connected this pipe to the air cleaner box via an oil separator, just a sort of sponge pad you would clean occasionally. Putting pods on or some other airbox mods leaves it hanging open, whereupon you see the smoke. You can get mini-pod filters that soak up the oil but there's still some smoke visible with a hot engine.
