Here in the states (also known as the colonies, evil Satan, etc.) we have a program named "Adopt a Highway". Basically, local establishments will 'adopt' a mile or so of a particular highway within close proximity of said establishment. Once adopted, the adoptee will clean any refuse that inevitably collects along the roadside. They are rewarded with a nice sign such as, "Highway Adopted by Zeke's Tavern and Fresh Bait" posted along that particular mile marker. I think that Gabriola Island could institute a "Sweep a Corner" program and include signs recognizing the sweepers.
