just replacing the bars wont affect the clutch, did you try the adjustment at the clutch lever?

When you pull in the clutch lever, what happens (or doesn't happen)?  Please explain "clutch is all messed up".

If you take care of it.
What do you have to do?
Lot’s of things. You’ve been watching me.
Will you show me all of them?
Sure.
Is it hard?
Not if you have the right attitudes. It’s having the right attitudes that’s hard.

Cables are tailored to the control's position on the bike. If you drastically change the control position, you need to, at minimum reroute the cables to keep the bends as straight as possible.  If you change the position drastically, you replace the cables with longer or shorter as the case may be.

There is a reason why the cables are the length they are.  If you change the reasons...

I collected a CB550 with short bars and stock cables.  The cable routing was horrid.  Moving the bars to the left dissengaged the clutch!  Moving the bars to the right would make the clutch stick in its current position.  The replacement bars only removed about 3 inches from the rise, so I was able to find a routing that got it all working again, but only just.  If the grips and controls had been placed clsoer to the bike spine, new shorter cables would have been required.
