Are gauges required to pass inspection on a 76 Honda?

I see alot of bikes without and gauges and I was under the impression that they were required by law. Does it vary state to state?

What is done with the openings in the casings for the gauge cable drives?

As far as I know, a speedometer is a requirement. They probably could care less about how many revs your engine is doing. Although, without the speedo, when the man asks you if you know how fast your were going, you can honestly answer, no. ;D

After a quick search (not easy on this subject), I get the impression DD is right and it varies. I would have thought this would be a basic requirement for other than vehicles with historical, or restricted use registrations.

I know I watch too much, but did you see those putzes on American Chopper complain when they made a bike for Billy Joel?  Something about "We never built a bike with turn signals and a speedo before".

Also, here are the NHTSA/DOT motor vehicle standards for motorcycle controls/displays:

Interestingly, NY state law says turn signals are required if manufactured in 1985 or after.  Wouldn't OCC have to comply?
