75 honda 550 running lights question??

My brother has 75 Honda 550 that has battery charging issues (batteries 6 months old) doesnt want to hold a charge at night with lights on.  Question is this, is it suppose to have the front turn signals on all the time, intermittleny when turn signal is switch on.  Would this cause the battery from recharging and drain the battery.  My 72 Cb 750 doesnt have this should it?  Thanks in advance. 

p.s The sketchy guy who wired the headlamp said they wore "running lights" and got me thinking he just said this because he was done and didnt want to mess around any more.

p.s.s Im not the sketchy guy but have messed up both our bikes more than once.

It's normal (by design) for the front turn signal bulbs to be on solid when the light switch is activated and the HI/LO switch is in the low beam position.  They, in fact, do serve as running lights.  The bulbs should be of a dual filiment type - dim for running lights, bright for turn signals.
