The scooter had the right of way, though I've driven in the Philippines (also ridden in Thailand) and over on that side of the world it seems like traffic signals, lanes, etc. are for a large part only suggestions. On the flip side, however, drivers/riders/operators in Manila are very aware of everything that's going on all around them, unlike stateside drivers who are too busy talking on the phone, eating, reading the paper, or whatever to watch where they're going. I think I've had 3 cars pull out right in front of me in the last 2 weeks.
