Motorcycling in France

I'm considering purchasing a motorcycle to keep in France (near Pau), and am wondering if it makes more sense to purchase a bike there that already has a carte gris, or import a bike from the states and try to get the carte. Does anyone know how to obtain a carte gris? Additionally, does bringing over a bike with more than 106 hp make it more difficult? In general, is there any way around the hp restriction?
