Does this bracket add any structural rigidity to the swing arm?

That bracket is really there to support the rear foot pegs, but does serve to control swingarm lateral movement. However, a lot of bikes don't have that extra bracket and do fine without it. My guess is you could remove it, or just remove the part of it behind the tube section of the frame.

I say, no, don't. If that is removed, the swing arm is mounted in single shear. Not a good thing. Plus, doing so with torque the sh_t out of the backbone.

Yes that "strap" type brace does support the swing arm pivot. You can cut-off the rear most of both halves if you 1st tack weld them together with swingarm in place. Than cut of the rear most of both and than finish the weld. Your choice is to either do as above, live with them or make up some aluminum pieces that will clamp to the down tube & support the swingarm, pivot area

Lot of the CB350 racers I've seen have it fully welded to frame to support outer end of swing arm.Also, they have a tube running from seat post to the diagonal tube, parallel to ground (like on XS650) to help brace rear frame
