Noob: What to offer?

Greetings...I'm a noob to bikes, but not to tinkering  ;D  In fact, I get a kick out of resurrecting stuff... 

Anywho, located near me is a 1975 Honda CL360.  Doesn't run...looks like it needs lots of TLC. It's been listed for a month and the owner emailed me stressing OBO.  I've attached one of the MANY pics the owner sent.  Says he has the title and that it has compression...just doesn't start. 

I'm thinkin' two digits in the price...maybe three.  What say you?

$50 without a title, $100 with a title and good compression.
There are old bikers and there are bold bikers but there are very few old, bold bikers.
