I am changing from the handle bars that are "stock" (or came on this bike) to drag bars and was wondering if its possible just to cut and re-connect the wire on the hand controls?
Anyone done this?

It's not unusual for people to extend the hand control wiring for taller bars, no reason I can see that you couldn't similarly shorten them. That said, why not just pull the extra slack into the headlight housing and coil it up?
