Anybody see such a weird tank? it would look good with different paint, but I can't figure out what's going on- he said it's home-made with fiberglass and steel.

Hey Uncle, the gas tank may be fiberglass with steel reinforced in the mounting areas. Interesting looking 160 Honda.

Those side panels sort of work, but they look like saddlebags or an after thought, too.
