Did you check the ignition advance unit? Sounds like it could be stuck or worn.
As far as the oil leak is concerned, the alternator cover will have some oil behind it when the bike is upright or tilted to the left. I'd replace the gasket (with a black Honda gasket, if possible). The shifter seal is prone to leaks, as well. Unless dirt, grit, rust, etc. got to the main seal, it will usually last for a very long time.
