from the looks of it it  It looks like it should have something like a springer seat on it.

Very interesting.
It is a Harley rear end-flipped over-Harley drove down the right side.
These things will tip over.
I used to have one and I flipped it after making a fairly slight steering
correction.
Had someone on the back, too.
Problems ensued.
