Rusted Interior Fuel Tank CB400 F

Hello,
I have a 76 CB400 F that has is running very poor, nearly as poor as my bike mechanics knowledge. The main problem could be described as power loss- the bike would struggle to rev from 2/3,000rpm, stall and then either return to 'normal', or more often than not, cut out altogether. This would often be accompanied by a missfire. As the problem seemed to develop after about five or ten minutes of riding I originally thought it was an ignition fault- the coils overheating and failing or something. The sparks, plug leads, and coils seemed fine. The bike had been changed to a Boyer Brandson Mark 3 Electronic Ignition and but I don't really know how to check if it is functioning correctly. I checked the timing and it seems to be okay( although it's quite difficult to get the bike to hold a steady 2,500rpm). So my next step was to have a look at the fuel system. When i stuck a flash light into the tank I could see alot of rust. So my question is could this be the problem, and should I try sort out the tank before even looking at the carbs?

Check the FAQs for fuel tank cleaning or just search the board.

If the "bits" in the fuel are larger than 0.016" (I think) they will block the jets. Symptoms would be missing on one or more cylinders (which could equate to "power loss" when running).

Drain each carb into a clear jar and see if there's any crap in them.

clean / rebuild carb float bowls
install inline fuel filters
clean / seal tank

There is only one product you should even consider for cleanig/sealing a fuel tank...POR-15.

It comes with all the directions you will need.
