kind of blows my theory, I thought all the bad drivers were in chicago and detriot.

Minnesota is higher than ND? Ya I dont think so. MN drivers either drive too fast or too slow and never use blinkers. Clearly they know the rules just never use them! Same with SD. I fear for my life in that state!
