Tank dented where petcock mounts

How would you attack this?  I have tank that has been dented somehow (dropped with the petcock on it maybe) along the bottom where the petcock mounts.  I tried using body filler along the bottom to level it out with disappointing results (it leaked).  All I have to do is get a good flat surface where the rubber gasket is on the petcock right?  Is this a losing battle?

I would drill a piece of flatbar with same hole pattern as petcock (I assume this is the 75  or 76 and down one)

Then weld a bar in the middle like 1/2 in or wahatever fits.. about a foot long.. now bolt it on and bend it back.

If the petcock is still there check for cracks...
