And here we go - why have such rules in the first place? I mean, if you want to ride without a helmet, then feel free, but pay for the consequences (e.g. higher insurance, etc).
On the other hand - this gentleman emigrated to Canada in 1989 (if i read this right) - when i was working on the cruise ships, the very popular saying was "nolike?-gohome!" I would say, if this guy wants to live in Canada, he should follow Canada rules. if riding in turban is soooooo important, why not go back to India, eh?
