that could be the o-ring from one of the pilot screw assemblies (should also be a rubber o-ring and a spring somewhere), I think...somebody else could maybe verify...

 Between the oring and spring inside one of  your fuel/air adjustment screw passages?  A washer for one of the carb synch port screws?

Yes that looks very much like the washer that goes on the pilot screw.  I think it's spring then washer then oring on those.  You will need that washer on there for the spring to not chew up the oring.

Just out of curiosity, what is the diameter of the hole in that washer?

If you're missing the spring or rubber o-ring, I've got spares since I just replaced many of these little parts on my set of carbs, same model, same year. Let me know, I'd give it to you for nothing...

Again, it's part of the pilot screw and not in the actual float bowl (it goes into the carb body just outside of the float chamber). Pilot screw, metal o-ring, spring and rubber o-ring make up the parts for pilot air-screw adjustment.
