78' cam adjuster removal?

WTF?  i cant get the adjuster out...i removed the two bolts holding it in, does the adjusting bolt and locknut need to come out before it will pull off of the engine?  i can rotate the adjuster a bit, but no backing it off.  thanks!!

Uh, last time I checked (750) there were three mounting bolts.  One at the top and two at the bottom . . . .
