top steering bearing race

so this may be a dumb question, but should the upper bearing race/retainer spin when the tripletrees are turned. It moves along with the whole assembly.

Yes!
The steering bearings have two races.
1 is pressed into the head tube and the other slips over the steer tube.
The top race that slips over the steer tube will rotate with the steer tube and triple trees.
