Is that a viewing hole under the top screw towards the center? It is kind of fuzzy in the Picts   That is where the hole to see them should be

If so there is two lines one marked T and the other marked F line the T up for 1 and 4 and then check the valves. Tappet covers off the one firing at the T which is TDC will have both valve fully closed. The adjustment tappets will have a little play.    Really should have the manual at this point.   I don't think you can adjust the 2-3, separately

If you look threw the viewing hole all that is their is a centerline Mark, even when you rotate the 23mill nut their are NO markings at all

it dosent matter on the pairs 1/4 and 2/3 which valves are closed or open as its a waste spark system still, using something down #4 plug hole find tdc or thereabouts and look hard for any mark behind the unit.

that black centre piece also has a red index type mark, maybe that comes into play some where?or did you put them on,they appear missing in another shot?

maybe removing the centre bolt and larger hex nut the black centre comes off revealing the index marks?

the red marks were their i just highlighted them, once i find tdc on 1&4 and 2&3 i bet the red lines line up their is also a black slotted line on the advance that is part of the unit,i guess bottom line is i have 2 choices take the unit off and check for index marks,or take the valve covers off and rotate until i find them open all the way and see where the ignition lines up,make sense?

Have you put a timing light on this thing yet? Try it and see what shows up in the window and what position the red lines are in.

pull all the plugs and #4 inlet tappet cover, rotate the engine and watch that inlet valve go down then start to come up again, now insert something into #4 plug hole and carefully bring it to tdc, your marks where ever they are should now be close.
