Right, in CV carbs, the throttle cables control a set of butterfly valves, just like in an automotive carburetor. The throttle slides and needle jets are driven via vacuum pressure. That's the whole idea behind CV carbs, they automatically set themselves to the correct needle jet position based on engine load and RPM.
In other words, bissinger, what you're seeing with the sliders is normal. A big issue with CV carbs is air leaks. They really dislike any kind of leak either in the manifold connections or in the airbox tubes. Also, the main and slow jets really should be removed and cleaned. They need to be surgically clean for proper performance.
Probably a silly question but have you replaced the air filter? A clogged filter can make CV carbs, or any carb for that matter, run poorly.
