is the kickstand supposed to hit the rear brake?

what is the OEM specs on the handlebars? rise, pullback etc.

No. The stock mufflers have a bumper stop for the center stand.

My 78 has  30" W 10" pull and 4" rise.  Seems like it's stock.  I bought it used.
