Rear Fender CB750 Rubber?

What is the purpose of the small conical shaped rubber in the hole at the botom of the rear fender?? below the tail light. Was it to support the large license tags such as in England???

That is a good question. I always guessed it was there to absorb vibration, thus, dampening noise.
Anyone else confirm this?

It is to stop registration plates from hitting the chrome guard. Depending on the size of the plate, the bottom of it can be very close. David Silver spares still have these.
