Petcock woes -> '71 CB500 K0

OK, I've changed out all the rubber on my petcock and replaced the bowl as it had a pinhole leak.
It still drips fuel out the lines, and wants to fill the crankcase.  I tried using emery cloth and a smooth surface to lower the height of petcock where the petcock lever mounts - in efforts to have it squeeze the inside rubber tighter - to no avail.

Am I on the right line, or should I just bite the bullet and get a new petcock?

 Can petcocks be "reconditioned"?  Any idea's why it won't seal with new rubber?

If its anything like the one on my cb550, you might want to replace the fiber washers that the mounting screws go through. The new petcocks don't come with these washers. I found that out when I bought a brand new petcock and my bike still leaked. It quit leaking after swapping out those washers with some new ones.
