So here's the question - do I contest the charge with my credit card company, and order from another seller, or just continue to wait and hope they show up?  At this point, there's no way to tell if I will ever receive them, and Cycle-recycle is ignoring all of my emails.

Contest the charge and get your feedback in. If you dither you might lose the chance to do either. I speak from experience.

If they won't voluntarily refund your payment or ship another set, then take your money back.  Their responsibility does not end when they ship an item.  They also have to ensure that it gets to the address you provided.

I forgot this purchase was through ebay...

That affects things somewhat, mainly in that there is a user agreement that you're both bound to.  Did you pay for this through Paypal or directly to CrC2 with your credit card?

Alright, so file an Item Not Received dispute with Paypal.  If CrC2 can't provide proof of delivery to Paypal (which they can't if the item is lost in transit), Paypal will refund your payment.
