Need advice - Installing tank badges w/clips

Everything has been repainted and I have been attempting to install the tank badges with new clips from Honda.  I am having a Heck of a time with it.  The new clips seem to go into the holes to the rear, but the holes in the front appear smaller.  Yes, I have scraped the excess paint away.  I have already broken 2 of the new clips and have been trying to re-use the old ones to no avail.

Is there a trick that I don't know?  This is about the only thing left to complete on the bike - HELP!!!

Either get a hand reamer and slightly enlarge the hole or use something like a small socket to drive the clip into the hole evenly. A deep well 5mm and a hammer should do the trick

Not to ask the obvious, but you are putting the clips in the holes first and then pressing in the badge?

Yes, I am putting the clips in 1st.  I will admit that on 1st glance I thought that I should put them on the posts and push the whole thing into the holes.

On enlarging the holes, is there a reason that Honda made the front holes smaller?  I don't have a hand reamer - I guess that I could use a cordless drill and be EXTREMELY careful.

I also thought of taking it to the body person that painted it.  Perhaps he has better technique than I do on this task.
Pretty frustrating - I wanted them on this weekend.
